In December, we published a list of the top 10 utility regulation trends of 2017. With half of 2018 already in the rearview mirror, we check in on the top public utility commission (PUC) actions and trends so far this year.

Not surprisingly, the challenges PUCs are grappling with are diverse: moving toward a cleaner grid, adopting foundational electric vehicle policies, investigating utility business model reforms, exploring the integration of new technologies such as energy storage, and increasing customer choice when it comes to sourcing their energy, just to name a few. Access to Data: Bringing the Electricity Grid into the Information Age

A successful transition to a 21st Century Electricity System requires consideration of a range of issues that will ultimately redefine the regulatory framework and utility business model while creating new opportunities for third-party providers and customers to contribute to the operation of the electricity system. In this fifth in a series published by Utility Dive based on AEE's regulatory issue briefs, AEE explores data access to enable customers to make choices about their energy use with the help of non-utility companies. 

Data is the lifeblood of today’s economy, driving change and stimulating innovation in every industry from banking to healthcare. Although the electricity industry has lagged behind in taking advantage of the many benefits that a data-rich environment can provide, the growing deployment of smart meters is changing that. Smart meters — technically, advanced metering infrastructure — provide granular customer and electricity system data that support innovation and creativity that utilities and advanced energy companies can use to bring the electricity industry into the information age.

Ohio Powers Forward in its Grid Modernization Initiative

Ryan PowerForward-740 In April 2017, the Public Utilities Commission of Ohio (PUCO) launched PowerForward, an effort to study how Ohio could revolutionize its electrical grid, improve reliability and resilience, and incorporate new, innovative technologies in order to enhance the customer experience of all Ohio electricity customers. This initiative has called upon industry leaders to lead conversations ranging from integrating DER into the evolving grid to incorporating electric vehicles and their infrastructure onto the electric system, to redesigning Ohio’s ratemaking and rate design structure to inspire investments in innovative energy resources. AEE and its member companies have been right in the mix.

Rate Design for a DER future: Designing rates to better integrate and value distributed energy resources

A successful transition to a 21st Century Electricity System requires consideration of a range of issues that will ultimately redefine the regulatory framework and utility business model while creating new opportunities for third-party providers and customers to contribute to the operation of the electricity system. In this fourth in an occasional series published by Utility Dive, AEE looks at the issue of rate design in a changing electric power system . 

The U.S. electricity system is changing, driven by technological innovation, increased use of distributed energy resources (DER), and evolving customer needs and preferences. If DER assets are properly integrated into the system, they have the potential to make the grid more efficient, flexible, resilient, reliable, and clean, while simultaneously giving customers greater choices and control over energy use and costs. For this to happen, new rate designs will be needed – and some approaches to new rate design fulfill the promise of a DER future better than others.

Back in July, Advanced Energy Economy published a list of the top utility regulation trends of 2017 – so far. With 2017 almost in the rearview mirror, we check in on the top public utility commission actions of the year. Not surprisingly, the challenges PUCs are grappling with are wide-ranging and diverse: utility business model reforms, distribution system planning, grid modernization, rate design changes, large investments in renewables, transportation electrification, energy storage, wholesale market changes, and data access, to name a few. Here is a roundup of the top 10 matters before PUCs in 2017.
