Though Congress reached the critical Treasury Department deadline with one day to spare, lawmakers stress that the economy did not go unscathed and cannot continue to face these moments of crisis. Ultimately, the deal is only a temporary solution, and these issues will continue to be debated in coming months through FY 2014 appropriations and yet another debt limit increase.

DC UPDATE: Shutdown Hampers Industry, Bottles Up Shaheen-Portman

governement_shutdown_aeeThe U.S. government lies dormant on this 10th day of a partial government shutdown, paralyzed by lawmakers’ failure to agree on a continuing resolution that would fund the government for FY 2014. President Obama, who has been on the fringe of the fight, met yesterday with Republican and Democratic Representatives and will with meet today with their Senate colleagues in an attempt to intervene. Republican leaders, having conditioned their support for a spending bill on gutting funding for Obamacare, yesterday signaled a willingness to compromise. One stage over, the clock is ticking for lawmakers to raise the nation’s debt ceiling and keep the government paying its bills. There were reports early Thursday that House Republicans may be open to a short-term debt limit increase with no added policy changes.

DC UPDATE: Shaheen-Portman Debated; EPA Power Plant Regs Await

advanced_energy_tax_policy_reformWhen it comes to Congress’s fall agenda, it has become harder than ever to follow the bouncing ball. As senators went home for the August recess, the Shaheen-Portman energy savings bill was teed up for debate upon return. Given the pent-up pressure for expression on energy policy, that was looking tough enough for debate managers to handle. But then came Syria, and a number of spending measures. Those priority items threatened to put the only significant energy bill in play on ice. But then President Obama asked lawmakers to postpone a vote on military intervention in Syria while Secretary of State Kerry pursued a diplomatic solution. Thus the Shaheen-Portman bill went to the Senate floor yesterday, for the start of what is expected to be a debate punctuated by multiple interruptions.

DC UPDATE: Advanced Energy and FERC, or What Binz Could Inherit

FERC_chairman_Moniz_confirmationThe media has grabbed onto the brewing hubbub over President Obama’s nominee to the Federal Energy Regulatory Commission (FERC). Ron Binz, Obama’s pick for FERC Chairman, boasts considerable experience as a Colorado state regulator and energy consultant and has received praise from industry and former regulators alike. Ben Fowke, who heads Xcel Energy, a major Colorado utility, noted that as a result of Binz’s leadership as utility commission chairman, “customer costs remain well below national averages, emissions were reduced by more than 80 percent, and fuel diversity - critical for managing customer costs going forward - was significantly enhanced.” But that has not protected Binz from vocal criticism such as this WSJ editorial, which is unusual for FERC appointments.
